25/015 | Welcome
Public Participation. (Please refer to the Chebsey Parish Council Public Participation Policy which can be found on www.chebseyparishcouncil.co.uk ) The Chair welcomed everyone to the meeting. Cllr J Pert (SBC) gave the Cllr’s a brief update on what is happening at Stafford Borough Council at the moment. The main topics included the Land Use Consultation, The Borough Council budget and the additional funding of £8.7 million for Highways.
A member of the public raised concerns about the”Prior Approval” planning application 25/40150/PAR at Manor Farm Scamnel Lane. Concerns were raised about the category of the application, the number and size of the dwellings, whether they are holiday lets, rental or saleable homes, and the increase in traffic on Scamnel Lane. |

25/018 | Minutes and Matters arising from the Parish Council Meeting held on 6th January 2025.
25/001 The clerk wrote to the Manager of the Children’s Home inviting a representative to the meeting on 3rd February. No reply was received. The clerk has reported the state of the road between the bus shelter and All Saints Church. Report number 4423241. 25/004 All actions completed by the clerk. The Stone First Responders are happy to do an informal training session on the defibrillators with a Q&A session with hands on practice with CPR and a dummy defib. The Cllr’s agreed to consider a Monday in March at St Luke’s Church Hall. The clerk will contact the First Responders to check their availability: Action clerk 25/007 All actions completed by the clerk 25/008 The clerk has invited the CEO of SPCA to a meeting of his choice, he has replied saying he will give a date to attend as soon as possible. 25/009 The flooding on Hilcote Lane has been reported report number 4423235 Scamnel Lane has been reported report number 4423238.
25/013 The date of the Annual Parish Meeting will be, 12th May 2025 at 7pm followed by the monthly meeting. The minutes of the meeting held on 6th January 2025 were approved as a true record of the meeting. The Chair signed the minutes.

25/019 | Finance and Budget. ( Principal B.S Deputy S.E)
Invoice received from SBC for 2025 civic amenity charges, to be paid by 3/2/25. The clerk emailed SBC and explained the first visit isn’t until the next financial year and the cost was budgeted for the 25/26 financial year. SBC replied saying they are happy for the bill to be paid after the first visit in April. Lloyds On line account as at 31st January 2025 £8226.90 Payments for approval Feb 25 Clerk’s February salary £350.33
Balance of account after payment £7876.57 (The balance includes £1137.35 for Defib costs)
The payment was approved by everyone present.

25/020 | Technical & Infrastructure Parish Policies. (Principal B.S Deputy J.L)
The clerk emailed the policies listed below to the councillors, for them to read and approve. All policies reviewed and approved by the councillors. The policies will be updated with the review date and minute’s item number and updated on the website: Action clerk. Policies reviewed Standing Orders, Public Participation, Terms of Reference, Anti Harassment, and Code of Conduct.

25/021 | Leisure facilities, Recreation Area & Open Spaces (Principal D.M Deputy B.S)
A decision on the Norton Bridge Recreation Area Inspection for December 2025 is to be carried forward to the next meeting so it can be discussed with Cllr D Matthews.

25/022 | Councillor Training
The training schedule was discussed and it was agreed Cllr R Hopley would be put forward for the Planning course on 5th February 2025. The clerk will write to the SPCA and ask if a discount could be made for the Cllr Development Course because five councillors are interested: Action clerk It was agreed by everyone present that a full written report would be completed after attendance of a training course and also written feedback from meetings attended on behalf of the parish council.

Cllr D Matthews to give feedback on the Staffordshire Societal Resilience Summit held on Monday 20th January 2025. Carried forward to next meeting.
Cllr M Ainsworth- Hickman gave feedback from the Stone Area Liaison Meeting held on Wednesday 29th January 2025.The main topics included the Local Government Re-organisation, the new reporting system for potholes , Bank closures and the use of Banking Hubs, and ongoing HS2 talks between the mayors of Birmingham and Manchester

Cllr M Ainsworth-Hickman reported the Road Sweeper had been in Chebsey for two days sweeping the roads. The gullies now need emptying. The clerk will request they are emptied: Action clerk.

25/025 | Large Infrastructure, Housing & Rail (Principal R.H Deputy D.W)
Cllr R Hopley suggested that the council contact Network Rail to remind them of the ragwort problem from last year. The clerk will contact Network Rail and refer them to last year’s report: Action clerk.

Email from Royal British Legion regarding V E day celebrations. It was agreed that Cllr S Edge would ask the PCC and Chebsey Parish Hall if they wish to hold any events: Action Cllr S Edge

25/027 | Planning Updates. (Principal S.E Deputy MAH)
The Prior Approval planning application 25/40150/PAR at Manor Farm Scamnel Lane was discussed. The proposed development is for change of use of two agricultural buildings to provide dwellings. The councillors agreed to oppose the application. The clerk will write to the Case Officer detailing the reasons for opposing the application: Action clerk. Planning application 22/36456/FUL, an amended plan has been submitted in January, awaiting a decision.

Communication between the clerk and councillors was discussed, it was agreed that the Chair would follow up any urgent emails needing replies with a message in the Chebsey Parish Council Whats App group.

Discuss and select the successful tender for Norton Bridge Recreation Area. Get ready for the 24/25 AGAR. Cllr D Matthews feedback from the Societal Resilience Summit held on Monday 20th January 2025. Discuss the Norton Bridge Recreation Area 2025 Inspection.
