23/018 | Minutes and Matters arising from the Parish Council Meetings held on 9th January 2023
23/001 Signage on NB roundabout reported to Highways, reply received non urgent repairs, will be carried out as & when. 23/006 Accessibility and privacy notices agreed by Cllr’s and forwarded to SCC to include on website. 23/007 FONB held a community morning at Norton Bridge Recreation area on 4th Feb for a general tidy up. The notice board at Norton Bridge has now got a new backing and fittings. Thank you to Baz Stokes for his time and handy work. 23/008 The unveiling of the bench took place on 4th February. There was a good turnout. Cllr Hopley said a few words, John & Dave cut the ribbon and said thank you . The clerk returned the contact form for the civic amenities visits to Stafford Borough Council.
23/009 The clerk sent a reminder email to Staffordshire safe roads but has not received a reply. (Further email to be issued.) It has been agreed with Shallowford House that the warm spaces meetings will continue until the end of April.
Everyone present agreed the minutes of the meeting held on 9th January 2023 were a true record of the meeting. |

Nat West Current Account at 25th January 2023 £6801.68 (Cheque no 973 SPCA Oct training course not yet presented) £36.00 (Cheque no 974 Play Inspection Co not yet presented) £90.00 Chebsey Parish Hall Hire £15.00 for 6th February 2023 payable to S.Stokes as BACS payment made. (Included in cheque no 976) Cheque no 975 Staffs County Council website & domain payment £157.95 Cheque no 976 S. Stokes clerks salary £281.52 + £15.00 Hall hire as above + reimbursement for notice board & fittings £318.27 Account Balance £6199.46
All above payments approved by everyone present.
The Cllr’s request an invoice from Baz Stokes for the cost of refurbishing the Norton Bridge notice board and asked for him to look at replacing the broken Perspex.
The Cllr’s discussed the cost of Chebsey Parish Hall Hire until St Luke’s Church Hall is available. The costs were approved Mr Morris will provide an invoice. Budget review. Cllr B Jones has completed the bank reconciliation up to the end of December. The account is looking healthy at the moment. There may be costs from the pending elections and a possible upgrade for equipment at Norton Bridge Play Area.

Accessibility and Privacy Policies agreed The Standing orders and Risk Assessment documents were discussed and updated. . The clerk will put on the new website. Action Clerk The website is now live. www.chebseyparishcouncil.co.uk It is “Work in progress” with several areas needing additions. Cllr B Samra and the clerk have been working on the website. |
23/021 | Leisure facilities, Recreation Area & Open Spaces (Principal D.F Deputy B.S)
Recreation area Norton Bridge – 1st clean up complete next one is booked for Wednesday 22nd Feb 12-2pm. Park inspection update Mark is still waiting on a response from Dawkes and will be chasing this week. 1st consultation for community village green in Norton Bridge has taken place with 6 in favour with some reservations on privacy and security mainly. 1 against 2nd consultation for the wider community will be Monday 13th. Closing date for the bus service questionnaires will be 14th Feb. The replies will be checked to see if there is enough interest to proceed. Morrison’s community champion will make donations for the warm spaces and future drop in on an ad hoc basis. A donation of cuppa soups was made last week. The clerk has issued Tender letters to five companies, the closing date for replies is 28th February, so the Tenders can be discussed at the meeting on 6th March 2023 |

Saturday 4th March – Civic Amenity Visit Monday 13th March – HS2 Meeting Saturday 20th May – Civic Amenity Visit Saturday 17th June – Civic Amenity Visit Monday 12th July – HS2 Meeting Monday 11th September – HS2 Meeting Saturday 23rd September – Civic Amenity Visit Saturday 28th October –Civic Amenity Visit Saturday 25th November – Civic Amenity visit The Cllr’s discussed whether the Parish Council would have any events for the Coronation of King Charles III in May. It was decided unanimously not to arrange any celebrations. |
23/023 | Highway and Footpath Matters. (Principal J.L Deputy R.H)
Fly tipping reported in the lay by at Worston. The clerk will report it. Action clerk Norton Bridge green area opposite St Luke’s Close the hedge is in need of trimming. The clerk will contact Street Scene. Action clerk. Parsons Bank, the water running down is like a river. The clerk will request the gullies be cleared. Action clerk.

23/024 | Large Infrastructure, Housing & Rail (Principal R.H Deputy B.J) (To include HS2. Any updates and funding).
Cllr B Jones had a meeting with Joe Wilson from HS2 to get an update on the impact at Cold Norton. A footpath/cycle path was suggested for consideration from Udall Grange to the services. Joe Wilson is leaving HS2 shortly. Cllr B Jones will liaise with the new HS2 contact. |

A briefing about the SCC boundary changes will take place on 16th February 2023 6pm. |

23/027 | Planning Updates. (Principal S.E Deputy MAH)
There have been no validations or decisions made on planning applications since the last meeting on 9th January. It was agreed the clerk should write to the planning department and the Chief Executive to tell them of the grave concerns of the Cllr’s in the lack of progress with applications dating back to the beginning of 2021.Cllr Pert and Cllr P Jones to be copied in. Action Clerk. Application 22/35672/FUL Drumble House retrospective permission. The clerk will write to the planning department, reiterating the points already made. Action clerk. Lawful development certificate 22/35665/LDCPP Old Mill Farmhouse. The clerk will write again to ask for the documentation which provides the information detailing the reasons for allowing the certificate. Action clerk. Cllr S Edge left the meeting at 20.17. Meecebrook There are no further updates since the last meeting. The Cllr’s discussed the request from St Mowden’s for a meeting to discuss their proposals. It was decided that on reflection it would not be a good idea. The clerk will let St Mowden’s know of the decision. Action clerk. Email received from S. Bramall. The email was discussed. The clerk will reply stating that it is understood the Eccleshall Parish Clerk has provided the information requested. Action clerk |
