23/150 Welcome and Public Participation. (Please refer to the Chebsey Parish Council Public Participation Policy which can be found on www.chebseyparishcouncil.co.uk )
The Chair welcomed everyone to the meeting and asked for any questions from the public. A member of the public raised concerns about the diversions through Chebsey Village. There was concern regarding the closure of Worston Lane at the bridge and the impact it had caused through Chebsey Village. The Chair advised that she had emailed Cllr J .Pert alerting him to the problems caused by the diversions. Concerned residents have contacted the Parish Council and Cllr J Pert .The Chair suggested it would be a good idea for the residents to contact the staffssaferroads (https://www.staffssaferroads.co.uk) themselves , along with the Parish Council. The Chair gave the example of the success of Friends of Norton Bridge in conjunction with the Parish Council getting Police presence monitoring speeding through Norton Bridge. The clerk will contact StaffsSaferRoads. Action clerk.
The Chair said the gullies around Chebsey were being cleaned out this week.

Application 23/37980/HOU Letter issued to Case Officer detailing objections raised.
Application S.18/12/467W no objections letter to Case Officer.
Email sent to Cllr Pert and StaffsSafer Roads.
23/137 Clerk responded to the Boundary changes consultation.
Reply received from Chebsey Village Trust they are happy to help with the Defib costs but are awaiting a change to the signatories on the account before payment can be made.
The closure of the Nat West Bank Account has been confirmed..
23/141 The clerk has been liaising with FONB and Staffs County Council regarding listing Tommy’s Trail on the Definitive Map.
23/149 The Chair and clerk will meet to discuss the clerk’s appraisal.
The minutes of the meeting held on 2nd October 2023 were approved as a true record of the meeting by everyone present. The Chair signed the minutes.

Precept received 9/10/23 £3696.23
CPRE refunded incorrect direct debit £36 on 17/10/23
SJL invoice received for July 18th & 28th, August 21st & 31st, Sept 22nd £420 approved by email and paid On line.
Balance of Lloyds On Line Account as at 31th October 2023 £8906.31
To Approve November Expenditure
Clerks November salary £304.48
Reimburse clerk for printer paper £4.49. Payment to be made On Line 7th November 2023
Payments approved by everyone present.
Election costs now received. The charge of £2276.73 was discussed, the clerk has written to the Election Office requesting a breakdown of the costs The Councillor’s agreed that it would be best to pay the charges in instalments as offered by Stafford Borough Council 1st Instalment to be paid on 30th April 2024 followed by 3 further instalments on 30th April 2025, . 30th April 2026 & 30th April 2027. The clerk will let the Elections Office know of the decision .Action Clerk
Await invoice from SJL for October grass cutting at Norton Bridge.
Cllr Edge will forward an invoice for the hire costs of Chebsey Parish Hall.

Cllr S Edge is now a signatory on the Lloyds Online banking account.
Bob Jones has been removed.
It was agreed to d discuss the budget ready to request the precept for 24/25 at the next meeting when more Councillors will be present.
23/155 Technical & Infrastructure Parish Policies. (Principal B.S Deputy J.L)
No updates on email addresses due to the absence of Cllr Samra.
23/156 Leisure facilities, Recreation Area & Open Spaces (Principal D.F Deputy B.S)
Cllr D Foster-Birks is liaising with Komplan to sort out a delivery date for the replacement equipment and repair kit for the Recreation Area.
Well done to Friends of Norton Bridge and Cllr D Foster-Birks for getting the bus reinstated at Norton Bridge. The bus will recommence from 7th January 2024. The Parish Council will request a timetable which will be made available in the Parish.
23/157 Events & Social Funding. (Principal MAH Deputy D.F)
Saturday 25th November – Civic Amenity Visit
Saturday 16th December – Christmas Afternoon Tea
The Councillor s suggested any profits from the Christmas Afternoon Tea could go to Katherine House Hospice., but the final decision will be made at the next meeting.
23/158 Highway and Footpath Matters. (Principal J.L Deputy R.H)
Road markings around Searchlight Lane were discussed, also a large pot hole at Hilcote Crossroads. The clerk will report them. Action clerk.
23/159 Large Infrastructure, Housing & Rail (Principal R.H) (To include HS2. Any updates and funding).
The clerk has written to Stafford Borough Council to request an update on Meecebrook after the recent HS2 announcement.
23/160 Correspondence.
Email from House of Bread. The clerk read out the letter asking for a donation. The Parochial Church Council annually support House of Bread financially.
Email from TJB Properties. Construction and Restoration company offering services.
Email from Dr J Wheeler. Dr Wheeler emailed the clerk to say he was happy to audit the Parish Council’s 23/24 accounts at no cost to the council. The clerk will write to Dr Wheeler thanking him for his generous offer. Action clerk.
23/161 Planning Updates. (Principal S.E Deputy MAH)
Planning Application 23/37919/FUL at Izaak Walton Golf Club was discussed, the Councillor’s have no objections to the application. The clerk will notify the Case Officer. Action clerk.
No applications have been decided on since the last meeting.

Discuss the budget and request the precept.
Discuss the template for the Parish Newsletter.

With no further business the Chair thanked everyone for their attendance and closed the meeting at 20.02.
